So from my understanding, there's a bitcoin strategic reserve, which is all bitcoin, including confiscated bitcoin and some purchased "in a revenue neutral way" whatever that means, and then there's this digital asset stockpile which is basically the government saying they're not auctioning off confiscated cryptocurrencies anymore and just keeping it. I think probably they're not going to keep the buttpoopcoin and NFTs and other assorted garbage, but rebalance it into more widely popular coins.

Yes, #Bitcoin and other cryptos will be held in two different bags. However, there is no mention of “purchasing” bitcoins but rather “acquiring” them. We’ll have to wait and see if the U.S. will make direct purchases but I think it’s unlikely. No bitcoin will be sold. However, #crypto in the Digital Assets Stockpile may be sold which would include seized #Monero.
