Absolutely correct. Police arresting criminals is an act of love. Preventing criminals from harming others is also an act of love towards the victims. Helping criminals reform and start anew is also an act of love towards them.

Violence can be an answer to violence. Other means should have priority though.

but if you answer violence with violence there will be more violence. If you signal peace and understanding and maybe sacrifice yourself for that a little or put your ego aside, the chances for peace is simply much higher. This is how we humans work. Hating makes us justify our wounds. But what if the other just tried to defend itself? its again, the devil's downspiral. stop looking after the hen, or the egg, simply love and forgive. then, there will be much less to justify. I'm trying to be brave. I love all people because I don't judge them by their religion or generics. Most of them love me back. The magic of being a human that has love left for everyone.
Yeah i certainly did not mention hating. I am against hating.
Sometimes there are no other means to defend except violence. Sad but that is all...
