Instead they turned urban America into a nightmare by hollowing out every major city center and evicting millions of poor people from their neighborhoods and sticking them into concrete ghettos that wealthier people would zoom past at 80 miles per hour. With Dubai they had a blank canvas and they took a shit on it.
