Energy efficiency is determined by markets automatically. If people are willing to pay more for using the model than electricity and other costs, it is energy efficient automatically - generating not value than energy costs. It's called profit.
Too bad these communists believe that energy efficiency is actually achieved by filling some of their forms and checked by a committee. Reminds me of soviet era central planning.... Maybe because it is exactly that...
