Is there a way users who do misuse hashtags can be punished for this? Or is it a personal thing to just block hashtag abusers? (Like using asknostr for no question at all)

Another user can report their note as spam
Ok. Then I will try with comment on the post that this abuse is not cool and report as spem afterwards. And the report will then be sent to all relays that host this note?

Afaik, the report is broadcasted the same way other events are, so it depends on the relays your client is condigured to use
