Yea, pretty sure the young global leaders were all told by Schwab a few years ago to "expect an angrier world". Either this is part of their expectations or they didnt expect the anger to manifest the way it has. Maybe they wanted more violence and less open subversive behaviour?

Unexpected outcomes seems more likely to be the reason, imho. Humanity is notoriously terrible at predicting these.
