Twitter requires accounts to view tweets. Next day, everyone gets a “rate limit exceeded” error and even people with accounts can’t view tweets.

Yep. Timeline is only showing tweets that were loaded prior to when things broke, even if you clicks profile or a trending topic you just see “rate limit exceeded”
