What if it's government-issued money? If it has the faces and signatures of government officials on it and says it's a Federal Reserve note or is otherwise issued by a central bank?

So does that mean if it has Caesar's (or Washington's) face on it then the money belongs to Caesar (or Washington), but if it doesn't then it doesn't?

IMO it means that if Caesar or Washington minted the money, it belongs to them. Caesars liked to have their face on the money because vanity.
The real dumpster fire happens when a govt demands a (minimal) head tax, but it has to be in govt coin - which you don't have without abandoning your fields and working in a mine / oilfield sponsored by said govt.
