Definitely, especially if you’re already used to photoshop. For most things I’ve found the web editor pixlr (there are some other like it too but I can’t remember them right off) to be more than adequate for whatever I can’t do on my phone.

Paint.net is another useful desktop tool for the easy quick edit type of stuff, which is a bit easier to navigate for beginners.
