I didn't think i interpreted it right but hers an idea... Customer pays local currency which is converted to btc and sent to a pleb who then sends the same amount of local currency to the merchant.

Generating a nonkyc Bitcoin + economy without the merchant touching Bitcoin.

Net effect is btc goes from exchange to account holder then via lightning payment to random pleb / any lightning address they feel like.
