I think it's a kind of hypnosis where you engage the mark in such a way as to make yourself the solution to all the vague problems that linger in their mind. That makes you magnetic and attractive because you mold yourself into the puzzle piece they're looking for, even if on the other side is abject misery and slavery.
So a statesman will find all the woes of his constituency and play the game in such a way that what will benefit him appears in such a way that it also benefits the people. The people then get drawn into voting for their own demise.
