How would that work with people from other continents that communicate with people inside the EU? Are they being scanned too?

And how would they get the consent of the non-European participant of the communication?

I don’t see how that is practically legally possible to do.

They may go for an opt-out system and most people won't bother, or they block anyone that doesn't agree.
