first working on how to send bitcoin when there no internet /blockstream or electricity or limited battery using offline small device first - if that succeeds then think of other stuff

Yes, buy one from @NVK and try it. Its really cool, fully offline. Easily verifiable and reusable 10 times. Its based on secure silicon.
Been using Satscards for sometime I load the cards up with different denominations if you plan on being off grid works great!!! You just hand over the card an exchange for goods/services
Maybe there is a way to add a headphone jack to a Coldcard or other device and add a brail overlay to the keys?
When the user moves through the menu, it can read the options to the user via headphones.
Maybe it could even help the user memorize their seed phrase since they can't use a visual backup in the same way?

That's a damn good question does make me wonder how easy it is for them to do conventional banking via the internet too.
