I learned that in China, there is no private ownership of land, and only the right to use a building is recognized, and the state can seize this right due to national circumstances.

Right. In the United States even if you "own" your property you have to pay property taxes in perpetuity. And if you don't, the state will seize your property. And the state can take "your" property for national or governmental purposes, with what they call "eminent domain."
