The east is not in decline. Also many african countries have kicked out the colonialists. Only Europe is declining faster than USA. A new multipolar world (not necesserilly better) is emerging. Marco Rubio also said something similar

Kicking out colonialists is the first step to sovereignity and without it you cannot exit decline. Europe is declining and declining faster than USA exactly because they (we) are USA puppets and not sovereign countries.

Rubio is wrong. History makes it clear that there has always been a succession of superpowers. The Cold War was an anomaly caused by a temporary nuclear stalemate, but America won that decisively, once they decided to not end the world in fire.
We call "kicking out the colonists" "ethnic cleansing", when white people do it, and it rarely leads to increased prosperity.
