At this point I wouldn’t be surprised by anything anymore. Things just get crazier by the day.
imo - if the secret service was in on it, they would have had a guy that could actually hit him

It's hard to believe that a man could crawl up on a roof with a direct line of sight to Trump, lay out prone position and anti-snipers wouldn't see it or react until shots fired?
Even the best snipers can miss their targets. Snipers are not gods.
