I assume it's the one requiring every EU citizen to declare their crypto holdings, and/or the one requiring exchanges to report customers buy/sell actions to the financial institution of the customer's resistance/country. All extreme tightening of financial freedom and a sign crypto is doing what it is meant to do, to be an alternative to government overreach and control.
