Russia said that but it was never written into a treaty. Ukraine is an independent, sovereign country. If they want to join NATO, it is nothing to do with Russia.

Russia can’t block another country from joining NATO, any more than they could have blocked Hawaii from joining the US. They certainly can’t invade that country to install a puppet regime, just because they don’t like the fact that the people of that country aspire to join the EU and NATO. And as the leader of the free world, the US understands that fact more than any other nation.
