Wouldn't an incredibly simple way to automate anti-abuse be to automatically suspend any account that gets blocked by more than half the users it reaches out to?

This would lighten the load for moderators and empower users. And the requirement for the suspicious account to make first contact for the block to count prevents the rule from being easily abused.
