As Wikipedia states: “The Russian Federation has a de jure multi-party system, however it operates as a de facto one-party system.”

The Kremlin controls the Duma, regional governors, the judiciary etc.

Putin has been increasing investment in Rosgvardiya, as clear a mark of intent of internal action as sending tanks to the border with Ukraine was of external action.
