This may not be the dumbest idea, provided that they aren't exactly your 24 words. I think something like this could work with splitting your phrase into several shards and keeping them in various persistent public places.

Just because theoretically someone *could* put all the pieces together and guess a 25th word doesn't mean they'd really bother after failing repeatedly.
