Anyone who doesn't believe their government is spying on them at this point is willfully ignorant. They know they just accept it because they are in the slave mindset, the kind that just say "it is what it is"

Technically, it is a friendly neighbour that collects all the data analyses it before sending it back to the spied upon government.
This is to be able to plausibly deny spying on their own people.
This is then reciprocated in the other direction.
