Looks that way. I always found it odd that he came up with most of his work while he worked as a patent clerk, the place where these ideas are sent, and that every one of them is just a rehash of someone else's work. When I dug deeper, I found that the guys on the Manhattan Project didn't have anything nice to say about him. He was also caught plagiarizing Von Soldner’s mathematics by Phillip Lenard.

In short, if he wasn't plagiarizing, he was attaching himself to other projects and taking the credit using his media connections.
