There was a bill to make 3rd party liability insurance compulsary. I put in a submission against, but only because (as I recommended) alternate forms of demonstrating capability to pay should be made available like being bonded. I made the argument that Muslims consider insurance a form of gambling and therefore a sin, so these alternate forms should be made available to them. I made the financial argument that companies with large fleets of vehicles save a lot of money overseas by being bonded instead of insured and this would help our economy.
The bill did not pass, there were no modifications toward my recommendation. Today there still is no requirement.
