Not an expert(at all!) but I *think* there's substantial nuance in this question. The credit might be shown as spendable after 3 days (or, less) to the merchant, but the payment may be *reversible* for 60 days, or longer. At least this is vaguely what I understood and seems to be what web search shows. So it's like, the merchant is allowed to spend the money after say 72hrs but it might not be *safe* to do so for 2 months. That's the problem with our current system, it's fundamentally a *credit* system, which means that who owns what when, is not a matter of literal fact, it's a matter of what "they" say.
