Yes you can run power user mode which runs tor as a proxy on port :9050

I'm not sure if the hidden services work still without the VPN function though. Will require testing

This shouldnt work if you are using a VPN with kill switch (there is no point of using a VPN without that as your IP can leak)

I believe it does work. It will tunnel the for traffic inside the VPN
