My school counsellors discouraged students from applying to college because they had their own kids applying to college and wanted to limit the competition. Public sector employees have their own personal agendas and aren't incentivized to serve their clients.
Ppl are still doing that today. The “don’t go to college” crowd, yet promoting their own kids to go.
