Fine if it’s after an aerobic/endurance workout, but it will impair muscle tissue repair after weight training for strength and, especially, hypertrophy workouts.

It can be done in the morning before weight training?

Seems fine, get the neurochemicals going too. I wouldn’t immediately go from ice bath to lifting, as that could contribute to injury. You’d just need more time to warm up and/or more warm up movements to prevent pulls, strains, etc.
