I can't say that for sure, but based on reality and events happening thus far, it does appear to be that way at least. But the future is never set in stone.

Maybe we'll get another asteroid hitting earth and get a reapawn. 🤣

and not everyone will be. even if their choices and movement is limited, if you can't control their minds, they aren't really yours.
