It's not about jpegs or "censorship". It's simply about not damaging the best form of money we've ever had. The market will eventually rationalize out the nonsense and likely move it above layer 1 where it belongs. Economic incentives will be too powerful to ignore.
So... rollback the taproot upgrade?

What? No the upgrade will allow the degens to move to layer 2 and above.
That's assuming they are honest actors... their aim seems to be to clog the basechain mempool.
