Who would prevent a miner to fill the free quota with his own useless transactions?

Enforcing the #Bitcoin protocol is primarily the responsibility of the #virtuous nodes and Bitcoin #loyalist.
Those miners that failed or refuse to comply would be subject to getting #blackballed. The blockchain is an open #distributed #ledger.
We can know instantly who's following #protocol and who's #cheating..🧡😊🦖
Even if there would be a majority of nodes willing to reject mined blocks with such transactions, they are not able to recognize them.
That's why I'm asking. Because there's more than one way to skin a cat.
Even after the fact would be effective against the biggest cheaters.
Specifically, those with the most hash rate, and most likely to cheat.
The consequences would not be worth it. Especially after the fact..🤔
