This is incorrect, the response must be the best available tool for the job, I'm not arguing it should immediately be nuke, but you definitely never should say it's off the table, or you will be taken advantage of.

You don't seem to understand what the use of a nuke would mean. It would mean the end of civilization. That is the worst possible tool.

Okay, let's put it the other way. Where are you from? If you're from Europe or USA then Russia has repeatedly threatened you personally with a nuclear strike. What is your opinion on that matter?
