Especially when locals would happily hunt 80 deer for free if government would get out of the way.

Wonder how much of the wasted $$$ is graft, and how much is clueless busybodying?

It's all some form of tax looting. Stupidity only on the low to mid levels, where the busybodies are doing the shit jobs.
