I think a constitution can be a compass. If the government decides that yeah, citizens may carry arms but only if the blade is no longer than an inch ... and dull or something like that, a constitution can give people a better feel for when a line was crossed.

So when a revolution is required, millions will think twice if they have to obey their superior officer or that dead paper they once swore an oath to.
