Anyone can truly run their own relay.

If Bob, your neighbor, is running a relay, then your Nostr client must be able to connect to that and ask: "give me Bob's posts".

Bob's relay doesn't need to know about anything else. You and your 3 other neighbors -- the only people who know Bob in the entire world -- shouldn't have to do anything special to have that experience.
