This is referring to the 3rd parties involved.

Apple Pay: 3

Google Pay: 3

Bitcoin: 0

It's actually more than 3 since the receiver's bank is not listed. That's a lot of 3rd parties that can spy on or simply deny the transaction, and they all have incentives to spy, and enjoy weak or non-existent privacy protections from an outlandishly corrupt government that permissions it while having the biggest and always growing interest in spying and censorship.

Makes sense.
