Aren’t most of the dollars issued by private banks? My understanding is that the Federal Reserve actually has little control over the emission of the dollar.

More specifically I’m referring to the Eurodollar system which the U.S. Federal Reserve doesn’t have control over and which allows foreign banks to issue dollars without being subjected to U.S. regulations.
you are correct. loans create money on the ledger (of a bank) but the money is a federal "reserve note" not a USDollar and the "reserve note" like tether is a private currency
