"This is a natural disaster nobody could prevent this" At the last instance,the community is what is going to recover for this situation, a revel move could be to not pay more taxes for years (even better never) and see what a community could achieve without the boot of the state over them.

The dismantling of dams has nothing to do with this (do you have scientific studies to suggest otherwise?). Development in risk areas is bloody stupid if that's applicable here. Amount is one thing, but increased frequency due to climate change another.

1949 - The Turia River flood
1957 - "The great flood" 5m high water levels across Valencia
1973 - Jucar River flood
1982 - Flash floods across the region
All these events were similar in terms of intensity.

Rivers and wadis are dynamic systems and their valleys are supposed to be flooded, margins to change shape and direction. Walls will only make the water to arrive in more quantities and faster to lower areas.

Building close to river banks and reinforcing them that way – if that actually applicable here, I can hardly image it is in a significant enough scale –will perhaps not help but CO2 will make things much worse for sure. Taxes? Taxes are for public, shared interests (hospitals, infrastructure, education, etc.). The sovereignists rely on those as well, much more than they realize.

Muy triste lo que ha pasado en la comunidad valenciana, es brutal, mucho ánimo. Lógicamente, no se puede esperar mucho de los políticos, usarán los tristes hechos para su propia agenda, justificar futuros fracasos y salvar sus cabezas.
