I’m shocked that anyone could be “Ex-CIA” and believe that they deserve any budget.
I know that some believe that changing it from the inside is possible. I wouldn’t be part of that belief system.

At an abstract, ideological level, part of me agrees with you: the CIA, NSA, and similar organizations are rotten to the core and should be dismantled for the crimes they have committed due to their historically diabolical roles. However, another part of me (perhaps the more centrist part) reminds me that reality is more complex. All institutions are made up of individuals, and there are both worse and better individuals—some well-intentioned and others ill-intentioned, each with different values, experiences, and goals. When someone takes on certain roles, they often have to make compromises; they need to recalibrate their strategies to achieve their objectives. Otherwise, their maximalism can lead to counterproductive outcomes or result in them becoming martyrs. Unfortunately, martyrs often serve little purpose.
Perhaps the best individual solution is to opt out entirely, to have nothing to do with power in general. One should avoid engaging with the abyss from the outset; otherwise, the abyss will pursue you.
