Why would the US send them cluster bombs if they weren't going to be used?

it can be putin regime propaganda, it can be accident (like russian missile falling on third country), it also can be lost of mind by UA officer.

I dont think attack on civilian vilage by cluster bomb is somethink which UA army want. Atleast from PR reasons.
