By my understanding, no. Modern transistors are so microscopic, you need labs with equipment so advanced, it's impossible for anyone to know what's going on anymore.
Experts each understand something about the machine they work on, and a team of experts together can make the machine work, but each one relies on trusting the others, not having proof everything is as it seems.
Security firms likewise require teams of experts to audit chips and their supply chains, in order to uncover some of the secrets they're looking for, but maybe never all of them.
