Anyone want funds to build a deliberative decision making app on Nostr? This would be really cool to have and Nostr is a great protocol for it.

If you're looking at prior art for a foundational basis to look at, Loomio is great. It's not decentralized at all, but it could give some pointers on consensus-based decision making.
