I've watched the entire ~4-minute video and he doesn't mention anything about "disabling" computers, or even anything related to people sharing "non-mainstream content".

I hate MS as much as the next nerd but this is clearly fake news from some fake website.

Titles in journalism are the open-mouth-pictures of youtube. They are mostly just clickbait 🤷🏼

This is mainstream news… it‘s probably better to assume it’s all propaganda, fake or just made up for entertainment.
