I hate government run anything but I'd trust a supermarket run by a small town council over a megacorp any day.

It's all about scale, the bigger something is the easier it is for them to get away with corrupt shit. The locals there might not have any choice but to fun the coop but they know where the mayor lives and they stand a better chance of replacing him if needed than the wallmart CEO.
