An act of congress trumps executive orders. They can spend literally any amount of money buying bitcoin if they want to. If Senator Lummis can convince them that buying one million bitcoin is a good idea, it will happen.
Agreed it's not the spending, kind of. It's the means of acquisition that concerns me
