I'm listening to a podcast conversation about RTO, remote work, and bureaucratic bloat in our large corporations. For the podcasters, was sparked by a recent Jamie Dimon rant on the topic. My view is that manaing remote/in-office work is like parenting: you have to manage people where they are, to meet their needs and support their performance and contribution. For some people, in office will do that best. For some, it will be hybrid, and for others it will be fully remote. Applying situational leadership type thinking to the question is the way, IMO.
