I don't understand your question. Lightning uses bitcoin in its liquidity channels. There is nothing stopping a lightning node having a teather channel with another peer and trading bitcoin to and from dollars between those two partners as bitcoin is routing. Sure, right now it doesn't support that, but there is technically nothing stopping this kind of routing. It is a terrible idea, because you will expose yourself to arbitrary trades, likely to your disadvantage between teather and lightning. "Putting teather on lightning" doesn't necessarily mean this, though. The units used to settle over lightning could easily be arbitrary. It won be "bitcoin over lightning" at all, bitcoin could feasibly be part of the routing channels (to the detriment of the node operator) but it doesn't need to be. In the end tether over lightning will most likely be a unit incompatible with bitcoin transactions. Strike, on the other hand, is not doing this exactly. They are enabling dollar denominated bitcoim transactions which means an implicit trade is happening to enable that. No tether involved. And this trade follows the side of the trading spread that always profits strike.
