Subject: [PATCH 0/1] User Confirmations

This spec describes the 1983 event, with which one npub can issue a validation certificate (confirmation) for another. It's essentially a reverse-application of 1984, so instead of informing others of someone's negative behavior, you vouch for some positive behavior you have personally obrved.
