I dont know a thing about ray behavior but it wouldnt surprise me if this was some type of mating ritual with the ones out front being males showing off and the ones behind being female looking for the mate who gets closest to beaching himself. Heard about a study of birds doing similar when they fly near moving cars as a show of bravery to nearby females
