I'm seriously convinced that regulations are designed so that no matter what lower ranks do they can be blamed if the chain of command receives negative publicity. A parody of corporate-world HR departments.

It could have went better but many lessons learned.
That’s what always bothered me about GITMO … never sat right with me. If the chain of command wasn’t aware ( as some claimed ) then they were derelict in their duties. So much corruption.
